Error description
When TAKEOVER.WINDOW keyword is specified with the end action of WTOR (default), ORF issues a WTOR message to ask for an action after the takeover window is expired. However, ORF does not wait for the response to the WTOR message but proceeds with takeover processing.

However, ORF does not wait for the response to the WTOR message but proceeds with takeover processing. This APAR also fixes the following problems: - The WTOR message that ORF issues as the end action does not have a message ID. - When the response to the WTOR end action is 'A'(Abend), the ORF job can get ABENDS0C4 during the job termination process - After the Receiver task ends due to an XCF messaging error, the Apply task still tries to communicate with the Receiver task and gets ABENDS0C4, which causes an unclean termination of the ORF job.
Problem conclusion

During the wait, the IMS Online Reorganization Facility job continues reorganization in the background. If the job is ready for the Takeover phase, it goes into idle mode and waits for a response to the WTOR message.
