Error description

• When starting RIT agent for busy MQ QMGR, RIT recording goes
  inactive.
  Steps to reproduce: Set up RIT agent JCL, and run IVP1 job.
  Issue 'F xxxxx,DIS ALL' command to display the status of RIT
  recording, to determine whether it is inactive.
  Expected Results: RIT recording should be active, and the
  following message should be displayed: 'RIT331I RIT interception
  is active'
  Actual Results: RIT recording is inactive, and the following
  message is displayed: 'RIT332W RIT interception is inactive'
