PI72441: ALLOW CRSS TO EVALUATE A DATABASE WHILE DLI BATCH JOB IS RUNNING

Error description

• This APAR modifies ORF so that the CRSS will evaluate a
  database even while a DLI batch job is running on the database.

Problem conclusion

• When a conditional reorganization job is submitted for a
  database that is being updated by batch jobs, the reorganization
  job fails at the beginning with the following errors:
    HRF01569E  DLI batch job: xxxxxxxx active
    HRF01571E  Waiting for DLI batch jobs has expired
  However, under this condition, ORF should be able to perform
  database evaluation because the Conditional Reorganization
  Support Service (CRSS) supports evaluating a database while
  batch jobs are running.
  This APAR modifies the program so that the CRSS will evaluate a
  database even while batch jobs are running on the database.
  After the evaluation, if it turns out that the database does not
  need reorganization, the job will end with return code 0.
  If the database needs reorganization and the batch jobs are
  still running, the subsequent online reorganization will fail
  with the HRF01569E and HRF01571E errors.
