Error description

• MERVA does not issue an error message for an MT304 if the fields
  22M and 22N are present in Subsequence C1 but field 22L is
  missing.

Problem conclusion

• SWIFT introduced a new field 22L in Subsequence C1 for MT304 as
  part of the Standard Release Changes 2016 (SR2016).
  This field is described as 'Mandatory in C1'.
  Since Subsequence C1 itself is optional it is possible to leave
  the whole Subsequence C1 empty.
  But if Subsequence C1 or Subsequence C1a contain any other
  fields (any of fields 22M, 22N, 22P or 22R is present)
  then field 22L must also be present.
  In that case MERVA will issue an error message like:
  "DWS4796 RS C1 occ. 00001 fields 22L, 22M, 22N must be present".
