Problem conclusion
A vulnerability in the initialization sequencing led to a deadlock of the Controller's work processing threads. Support has been modified to prevent the deadlock. APAR PK28407 is currently targeted for inclusion in Service Level (Fix Pack) 6.1.0.1 of WebSphere Application Server V6.1.0 for z/OS.
