Error description

• Change to NCF that passes the USERID along with the information
  request to the APPC initiated task.

  Enhance NCF to allow it to operate properly with any
  SECACPT= SETTING of the APPC/MVS base LU.
  Correct S0C6 Abend if CFNPPUE0 (Partner Product
  Initialization Exit) is invoked more than once.
  

Problem conclusion

• Update APPC processing to pass the requesting userid to the
  APPC processor, and use this userid for security verification
  for NCF access.
  Detect multiple invocation of CFNPPUE0 and take appropriate
  action.
