Error description

• CCF DBRC validation incorrect for databases defined to DBRC with
  SHARELVL 2 or 3.
  .
  When open for update intent, databases defined as SHARELVL 0 or
  1 have a HELD AUTHORIZATION STATE of 6.
  .
  When open for update intent, databases defined as SHARELVL 2 or
  3 have a HELD AUTHORIZATION STATE of 3.
  .
  CCF was incorrectly treating HELD AUTHORIZATION STATE of 4 or
  less as not being opened for update.
  .
  Resolution:
  CCF is being changed to check both the SHARELVL and
  HELD AUTHORIZATION STATE.
