PK25895: ICAT PANEL KD260PM NEEDS TO DETECT THE BLANK VALUE FILLED IN THE PARM TO GENERATE ERROR MESSAGE TO ALERT THE USER

Error description

• ICAT panel KD260PM needs to detect the blank value filled in the
  parm to generate error message to alert the user for potential
  invalid syntax error when starting Object Analysis function.

  additional error:
  KO2E3006E EVENTMGR MODIFY REQUEST CONTAINS INVALID SYNTAX
  caused by 'F EVENTMGR,START DB2=DB3R,INTERVAL=,THREAD=' found in
  EVENT on RKD2PAR. Resolution is to input value to INTERVAL=15
  and THREAD=YES for example.

  additional error symptom:
  The Datasets identified in the FPEV0418E messages did not exist.
  ( ie. EXCEPTION LOG and EXCEPTION FILE ). After the datasets
  were created (or DISP=MOD was used), the problem was resolved.
  The dataset and disposition are specified on panel KD260TP.
  So, if using DISP=OLD, we need to use LISTDSI to check if the
  datasets exist or not.
