Error description
If you use IBM Rational Asset Manager (RAM) with a Microsoft SQL Server database, users will not be added to the blacklist, even after exceeding download limit. Users will still be able to download 15+ assets, even though the download block threshold is set to only 10 assets. It doesn't matter whether one asset is downloaded at a time or if bulk downloads are performed. If you try to add a user to the blacklist manually, you'll get the following error message: "Configuration errors. Please scroll down to see all of the sections that failed. user has userid conflict, please contact administrator."

There is no workaround.

Problem conclusion
Fixed in RAM 7.5.4. After fix, User will be added to blacklist once user exceed the download limit.
