PI97501: SUPPORT FOR UETR IN FIELD 121 OF THE USER HEADER

Error description

• As of the Standards MT Release 2018 (SR2018), the FIN user
  header (block 3) which is currently optional becomes mandatory
  and must contain field 121 Unique end-to-end transaction
  reference (UETR) for the following message types: 103, 103
  REMIT, 103 STP, 202, 202 COV, 205, and 205 COV.

• If a mandatory UETR is missing in field 121 of certain message
  types, a certified messaging interface must generate the UETR
  and return it to MERVA in a response message. The response
  message often contains more data than just the UETR.
  For example, the acknowledgment from SWIFT. After successful
  correlation of the response message with the appropriate message
  in the acknowledgment wait queue, MERVA puts the UETR to field
  121 of the correlated message.
