  * PROBLEM DESCRIPTION: Occasionally, when secondary streams    *
  *                      are active and the server gets          *
  *                      restarted, upon restart Classic         *
  *                      starts reading IMS logs                 *
  *                      prior to what is necessary.             *

  When tracking a UOR, Classic will put the UOR on a subscription
  tracking list and a global list when it finds a SETS or a
  "first_call" record.
  When a 99 record is read, Classic will look to see what DBD
  is impacted, and look for the subscriptions on each change
  stream to stage a message for each sub that needs this message.
  If this is the first change, the UOR from the global list has
  to be cloned and put on the subscription list.  Part of that
  processing is running the in-flights UORs from the global list
  for the stream to determine the restart point for the
  subscription at the point it stages its first change.
  The code in error was performing this check incorrectly by
  doing an incorrect check to verify the stream.
  This caused an incorrect restart point to be saved, and
  thus IMS SLDS logs could be read from prior to what is
  necessary.
  

Problem conclusion

• Classic code is changed to correctly verify the stream
  when checking the global in-flight UORs.  This change will
  make Classic correctly set the restart point, and thus
  use the correct starting IMS SLDS if a restart is necessary.
