Error description

• Customer was testing the OM UPDATE TRAN and UPDATE PGM commands.
  They were expecting to get RC00000010 with RSN00004024, which
  means "No FastPath Defined".  Instead, they got RC00000014 with
  RSN00004024.

  attribute is specified and Fast Path is not enabled.  This is
  an environment problem which should receive return code
  IRC_ENVIRON (00000010) rather than IRC_SYSTEM.
