• Fast Path Advanced RELOAD receives error message HFPM3061E
  when the SMS-managed library that is APF-authorized by
  the SMS option in the SETPROG command is specified in IMSRESLB.

  FPA checks load module libraries that are APF-authorized. But
  FPA has a logic problem in handling a return code from the macro
  that determines if a particular library is in the APF list.
  
  This problem occurs when SMS-managed library is specified on
  following DD:
    - IMSRESLB DD statement on the UNLOAD, RELOAD, or CHANGE
      command.
    - NEWRESLB DD statement on the UNLOAD command.
    - OLDRESLB DD statement on the CHANGE command.
    - EXITLIB DD statement on the UNLOAD, RELOAD, or CHANGE
      command.
  

Problem conclusion

• The CSVAPF macro returned RC=04 and RSN=xxxx0401 for the library
  which is in the APF list, and is SMS-managed.
  HFPMAPF0 has been modified to handle RC=04 and RSN=xxxx0401 from
  CSVAPF macro.
  The new subtext of HFPM3061E, HFPM3062E, and HFPM3360E messages
  is added to make an error situation clear.
