Error description
When building a map on a computer set to Japanese language settings, the build message has corrupt Japanese characters.

Problem summary
The generated 'Build Errors' are displayed in Japanese correctly as expected with respect to M104 error. The Map Analyzer and Core-Engine generate the Build Errors, Audit Log and Trace in the platform format. The content found in .mme. log and .mtr files are in platform-equivalent content. In other words, if these files are generated on English locale, it would be CP-1252 and similarly on Japanese locale, it would be CP-932. Files are generated correctly if you look see with Notepad. But, the designer should treat them as Platform equivalents instead of UTF-8 files and convert them to Unicode. This improper conversion could have lead to this garbage in the Organizer views of the Design Studio.
Problem conclusion
WTX now determines if we are on a Japanese 932 code paged machine when building on, and we convert to that code page the type/map/cardnames as appropriate
