  *                 only a WTO is issued for all overflow        *

  *                 If coded - WTODESTINATION can have values    *
  *                 WTO ( only a WTO is issued for all overflow  *
  *                 protection messages) or MTO - messages go    *
  *                 to MTO and AOE.                              *
