    * USERS AFFECTED: Users of QCF3.1 that want the                *
    *                 overflowprotection messages to be driven to  *
    *                 AOE.                                         *
    *                 New parameter is added to control region     *
    *                 start up member - WTODESTINATION             *
    *                 If not coded- default value is WTO-          *
    *                 only a WTO is issued for all overflow        *
    *                 protection messages                          *
    *                 If coded - WTODESTINATION can have values    *
    *                 WTO ( only a WTO is issued for all overflow  *
    *                 protection messages) or MTO - messages go    *
    *                 to MTO and AOE.                              *

    * PROBLEM DESCRIPTION: Programs have been changed to accept    *
    *                      and control new parameter in IMS        *
    *                      control region customization member     *
    *                      WTODESTINATION(WTO) or                  *
    *                      WTODESTINATION(MTO)                     *
    *                      If not coded WTODESTINATION(WTO) is     *
    *                      default and there are no changes to     *
    *                      the current run of QCF.                 *
    *                      If WTODESTINATION(WTO) is coded-        *
    *                      there are no changes to the current     *
    *                      run of QCF.                             *
    *                      If WTODESTINATION(MTO) is coded -       *
    *                      overflowprotection messages are issued  *
    *                      via   DFSCSMTI and go to AOE.           *
    *                      IMS control region sample is changed    *
    *                      to include the new parameter.           *

    Programs are changed to accept and control new WTODESTINATION
    parameter.hlq.SIQCSAMP(IQCIMSII) member is changed to show the
    correct coding of the new parameter.

    to the AOE- they have to code the new parameter
    WTODESTINATION(MTO) in control region start up member as shown
    in hlq.SIQCSAMP(IQCIMSII)
