• The FPA UNLOAD command and RELOAD command are being enhanced to
  support user format.
  
  This issue is implemented as a result of FITS requirement
  MR0411076927.

  * PROBLEM DESCRIPTION: The FPA UNLOAD command and RELOAD       *
  *                      command are being enhanced to support   *
  *                      user format.                            *

  * RECOMMENDATION: Apply the maintenance for this APAR.         *
  ****************************************************************
  FPA UNLOAD function and RELOAD function support User format by
  specifying FORMAT=USER keyword.
  This format should be used when an existing application program
  requires unloaded file in a specific format.
  The unloaded user format data set that satisfies certain
  conditions can be reloaded.
  This enhancement is being implemented as a result of FITS
  requirement MR0411076927.
  
  In addition, this APAR includes the following fix.
  - When SEGMENT_LENGTH is specified in SEGMENT_PREFIX or
    SEGMENT_SUFFIX and COMPRESS=YES is specified for the EXTRACT
    command, it is corrected that length of compressed segment is
    outputed.
