Error description

• IBM Rational Build Forge silently fails when a customers attempt
  s to create or update build tag variable that starts with 'BF_'.
   An ideal resolution would be an informational or warning messag
  e that states BF_* is reserved for system defined variables.
  

Local fix

Problem summary

• Need to add information to documentation that states "BF_*"
  is reserved for system defined variables.
  

Problem conclusion

• Added the following note (consistent with existing
  messaging):
  
  Do not begin a tag with BF_. Tags beginning with BF_ are
  reserved for use by the system and cannot be defined by the
  user.
