Error description
When Using the function added by PK47530(RATLC01024597) to selec t email notification character set as ISO-2020-JP, Email message body is sent with ISO-2022-JP charaset. However th e Email message's subject value was still used UTF-8. As the res ult, if Outlook Express v6 set Japanese(Auto) or JIS as Encoding , the message's subject gets garbled characters. Since Outlook Express does not have a function to switch between UTF-8 and IS O-2022-JP automatically. This should be fixed to use the charact er set ISO-2022-JP in this case.

Comments
We believe that this is working as designed. International standards expect mail servers to support UTF-8 text in mail headers. Older versions of some mail servers might not do so but newer versions of most mail server software support UTF-8 text. Other Japanese users do not have this problem, so upgrading to a more recent mail server version may solve the problem. This particular customer's problem was solved by upgrading to ClearQuest 7.0.1.2, where it was not necessary to use ISO-2022-JP, so the problem no longer occurs for them.
