Error description

• REORG TABLESPACE with inline stats executing against an empty
  table does not update SYSIBM.SYSCOLDIST and replace old rows

  * PROBLEM DESCRIPTION: RUNSTATS on an empty index does not     *
  *                      delete previously collected KEYCARD     *
  *                      statistics for the index.               *
  ****************************************************************
  * RECOMMENDATION: Apply corrective PTF when available          *
  ****************************************************************
  User executed a RUNSTATS TABLESPACE INDEX KEYCARD to collect
  distribution statistics. Then the user deleted all the rows
  from the table by executing a LOAD DATA REPLACE with a DUMMY
  SYSREC. Later when the user executed a RUNSTATS job on the
  same objects, the previously collected SYSIBM.SYSCOLDIST
  catalog keycard entries were not deleted from the catalog
  table.
  
  The SYSCOLDIST catalog table update was erroneously skipped
  when no keys were found for the index.
  

Problem conclusion

• The code was modified to allow the update of
  SYSCOLDIST catalog table when the index is empty.
