PK69030: Created By field for element version description fails to store Korean characters on English Windows CC client

Error description

• In an environment with ClearCase running on a Korean Windows ser
  ver with English Windows clients:
  
  Creator (Created By..) of element version is marked as three que
  stion marks, ???, if the element version is created from English
   Windows client and Korean name creator.
  
  This ??? is visible in the Version Tree as well as the cleartool
   describe output from either English Windows or Korean Windows.
  
  Note: Creator of element version is marked as Korean as expected
   if the element version is created from Korean Windows client, a
  nd it is viewed as Korean from either English Windows or Korean
  Windows.
