Error description

• While using the Feature Pack for Web Services the
  following NoClassDefFoundError may occur.

  *                      may occur for a Web Service whose WSDL  *
  *                      includes Web Services Policy assertions *

  * RECOMMENDATION:  Install a fixpack that includes this APAR   *

  When the JAX-WS runtime processes a WSDL file, it will attempt
  to process any Web Service Policy 1.5 policy assertions that
  may be defined therein.
  
  During this process, a java.lang.NoClassDefFoundError may
  occur while trying to use the class
  org.apache.woden.internal.util.dom.DOM2Writer.
  This error causes the runtime to fail.  Here are exmple

Problem conclusion

• The JAX-WS runtime was updated to use the correct version of
  DOM2Writer, preventing the error from occuring.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 6.1.0.33.  Please refer to the Recommended Updates
