Error description

• The following error appears when expanding a package in
  RequisiteWeb:
  
  'An error has occurred:
  Exception Occurred while Expanding the
  Packagecom.rational.rjcb.ComException:
  HRESULT=0x8007000e: Rational Java/COM Bridge: Not enough storage
  is available to complete this operation'

  You are not able to access package contents when this error
  occurs.  The ReqWeb service must be restarted to resolve the
  error which takes down your production server.  The problem has
  appeared on two of there production ReqWeb servers.
  
  The problem was reported to occur in multiple packages that had
  about 5K requirement to about 15K requirements.
  The problem has appeared on two ReqWeb servers.
  The error has appeared in the project explorer pane as well as
  the main pane.
  

Problem conclusion

• Added logic to kill robust RqProxy.exe processes,
  configuring a new value on config.txt: "RPXMaxMemUsage".
