PK94878: ALLOW RECOVERDM PROCEDURE TO START WITH A /STA REG VIA THE INTERNAL READER INSTEAD OF JUST THE Z/OS START COMMAND

Error description

• Allow the RECOVERDM procedure to start with a /STA REG command
  via the Internal Reader instead of just the z/OS start command.

  - Programs have been changed to add a new action type to
  ONCOLDSTART and ONWARMSTART - action start region.
  The new STARNAME=..parameter is used to issue an internal
  /STA REG command to submit the job via the internal IMS reader.
  - QUEUTYPE=DEADQ selection did not work
  in combination with SELECT statement.
  This restriction has been removed.
  - Data sets with overflow protection are
  released after editing members- now they
  can be allocated to started jobs.
