PM43204: Invalid error 'Name already exists' during allocate like of a PDS

Error description

• Environment:
  
   - Product name (Build ID or version/patch level): IBM Rational
  Developer for System Z v7.6.2.1
  
  Problem Description:
  
  When trying to allocate a Partitioned data sets (PDS) using
  context menu 'allocate like' from the Remote Systems explorer,
  users can't click on Next or get an incorrect error message
  'name already exists'.
  
  Steps to reproduce:
  
  1- right-click on PDS on the remote system explorer and select
  'allocate like'
  2- type a name like USER182.TEST2 and click Next
  3- verify that copy is checked then click Next
  4- click on System Manage Storage and click Cancel on the dialog
  5- on page Data Set Characteristics, click back
  6- click Next: nothing happens (first problem)
  7- click Back: an error is raised 'Name already exists' (second
  problem)
  
  Even after a cancel and a new 'allocate like' with the same PDS
  name, will give again the error 'Name already exists' while no
  PDS TEST2 has ever been created.
  
  Workaround:
  Refresh the connection and try again.
  

Local fix

Problem summary

• Allocate Wizard was creating a new data set handle when the user
  clicked on System Managed Storage button.
  Allocate Wizard was creating a new data set handle when the user
  clicked on System Managed Storage button, which should have only
  happened when the user clicked on the Finish button of the
  Allocate wizard. This problem has been fixed now.
  
  The problem listed in this APAR has been resolved with
  IBM Rational Developer for System z V8.0.3 Refresh Pack which
  is available from the Recommended Fixes support download page:
