PM40036: Project step is not updated when opened under multiple browser tabs/windows

APAR status

• Closed as Permanent restriction.

Error description

• When working with a project/library under a browser using
  multiple tabs or windows, the initial tab/window with the
  project step loaded does not updated as expected.
  Updating a Build Forge step or other object under secondary
  tab/window updates as expected.
  Updating a Build Forge step command block under initial
  tab/window appears to update, indicates the update is
  'Loading...' under console interface.
  When reloading the Build Forge step from initial tab/window, the
  step is reloaded with contents from before the update was
  performed.
  
  Steps to reproduce:
  
  - Create a project with two or more step.
  - Load project first step detail into browser initial
  tab/window.
  - Open project second step into new browser tab/window.
  - Update project first step contents and save.
  - Update project second step under new tab/window and save.
  - Reload both project steps under their respective browser
  tabs/windows.
  
  Expected result:
  
  Both project steps display updates under step command block.
  
  Actual result:
  
  Project step under initial tab/window reloads with previous
  content before update.
  Project step under secondary tab/window is updated as expected.
  
  Workaround:
  
  Reload project step before performing update after opening
  secondary tab/window for console.
