Error description
If you have installed the following Microsoft Security patch: MS11-030 - Critical Vulnerability in DNS Resolution Could Allow Remote Code Execution (2509553) http://www.microsoft.com/technet/security/bulletin/ms11-030.mspx , you may see that your scheduled jobs will hang, the receipt handler for IBM Rational MultiSite may fail to run. In the Microsoft Windows Event Viewer, you will see the following application error: cmd.exe The application failed to initialize properly (oxc0000142). The issue has only been reported on Microsoft Windows 2003 at this time. WORKAROUND: Uninstall the security patch.

Problem conclusion
Problem is due to Microsoft Patch KB2509553. Since this is a thi rd-party defect, IBM does not have any plans to fix it.
