• Closed as program error.

Error description

• In DB2 Object Comparison Tool, keyword XMLELEMENT is erroneously
  put in quotes "XMLELEMENT" resulting in SQLCODE = 104
  and difference found for || finding !! instead.

  Additional Symptoms: sqlcode140 rc8
  

Local fix

• Edit DDL.ALTER dataset and remove quotes surrounding
  XMLELEMENT
