SKLM 2.6 Non-root install may cause DB2 port to not listen even though DB2 starts

Troubleshooting


Problem

When doing a non-root install, even though the install finishes successfully and DB2 starts, it may not be listening on the port it is set up to listen on.

Symptom

GUI will show errors and you will see the following errors:
CTGKM1016E TCP port not available. Refer to audit logs for more
information.
CTGKM3024E No permission set defined for operation Machine_List.
