Error description
The type tree Maximum Size property that is specified in Characters is not being enforced during map input validation. For example, a type tree component in a delimited group has the Size Min and Max values specified in Characters. During input validation the data length exceeds the Max Size value but the map validation fails due a delimiter error instead of the expected 'fails maximum size requirements' error.

Problem summary
Users Affected: WebSphere Transformation Extender customers who specify a max size in characters. Problem Description: When the max size was specified in characters, we would stop at that max size (even in delimited contexts), and get a delimiter error, rather than reporting a length error. Problem conclusion
The code that handles character lengths has been re-written to handle this properly. Delivered in: 8.2.0.6, 8.3.0.4
