Problem
When starting the Cognos Services, error below is seen 'com.cognos.pogo.services.DefaultHandlerService', 'pogo', 'Failure'. DPR-DPR-1035 Dispatcher detected an error. Error configuring from D:\Program Files\ibm\cognos\analytics\configuration\cache\reps_ehcache.xml. Initial cause was D:\Program Files\ibm\cognos\analytics\configuration\cache\reps_ehcache.xml (The system cannot find the file specified.) same error may also be seen for cacheservice_ehcache.xml file
