PM31828: WHEN CREATING IC FROM SLB, PROVIDE A METHOD FOR BETTER RE-START ABILITY

Error description

• When using Recovery Expert utility (create IC from SLB) within
  HAA, provide a method for better re-start ability. Currently
  Entire Job must be rerun or Object Profile has to be modified on
  the fly. Many times, restart support staff are not HAA
  proficient. With this new feature the job will be able to be
  restarted where it ended if an error occurred by adding a
  RESTART keyword.
