Error description

• Bind Manager fix for the following BNDA036 issues:
  
  * When the MAXPKG keyword is specified along with package range
    Bind Manager may ignore the package range only processing
    the MAXPKG number of packages in the catalog.
    (In other words, the package range maybe ignored.)
  
  * BNDA036 generates FREE commands, even tho the BND2466I
    (Run Complete) informational msg was not issued.
    Suggesting a RESTART is needed.
  
    The BND2466I (Run Complete) informational msg was only issued
    by the RESTART code.
    BNDA036 will issue the BND2466I (Run Complete) informational
    message whenever the FREE commands are generated.
  

Local fix

• Until PTF is available:
  
  * Specify either MAXPKG or package range.
    MAXLM and package range processing is also an alternative.
  
  * Be assured when BNDA036 generates FREE commands, all
    necessary processing is complete.  A RESTART is not needed.
    BNDA036 will issue the BND2466I msg after the PTF is applied.
