PM30213: Integers with negative value losing negative sign

Error description

• Discovered while testing hotsite 288021 that although decimal
  values are fine if you have an integer that is a negative value
  it shows up as positive.  It drops the negative sign.  This
  occurs in a report studio report, transformer and whether using
  english or german locale.????See testcase.
