Error description

• Enhance BNDA036 RESTART logic messages:
  
  1. Issue error msg if any parms change on RESTART
     (The first run establishes filtering criteria, the only
      parm in subsequent restarts should be RESTART.)
  
  2. Issue message indicating that the load module is processed,
     ie. all processing is completed for this series of RESTART
     jobs.
