Error description
Remove the "HIGHEST QMF LEVEL DETECTED AT SERVER" from QMF migration jobs (DSQ1BLNM, DSQ1BROG, DSQ1BINX and DSQ1BVW). The message does not provide any useful information and can be confusing so will be removed.
Local fix
The level will not change until the release level runtime packages (the ones bound by DSQ1BPKG) are run. So the release doesn't flip until the installation is complete (ie. DSQ1BPKG is run).

The message informs the user of the highest level of QMF runtime packages detected at the current server. While installing QMF V9.1, this message would reflect QMF810 (if QMF V8.1 was previously installed) until the QMF V9.1 runtime packages job, DSQ1BPKG, was run. This message has been a source of confusion and caused many PMRs to confirm everything was successful. The message does not really provide useful information to our users. This APAR will just remove the issuance of that message.
Problem conclusion
The informational message regarding the highest level of QMF detected at the server will be removed from the DSQ0BSQL program.
