Problem
Instance creation (idsicrt) fails when Directory Server (SDS/TDS) is installed on a Windows Server system with a drive on which 8.3 file name support is disabled
Symptom
When executing idsicrt on a drive where 8.3 file name support is not enabled, the idsicrt command fails with the following error:
'E:\Program' is not recognized as an internal or external command, operable program or batch file.
OR
'C:\Program' is not recognized as an internal or external command, operable program or batch file.
