Error description

• Application received SQLCODE904 due to RC00C9000A and
  RC00C20023 . However, MSGDSNT408I had zeroes for REASON and
  TYPE OF RESOURCE identifiers and blank RESOURCE NAME identifier.

  If an unconditional page latch is requested and there is
  contention on the latch, it is possible for a residual flag
  in a control block to cause the request to be denied as a
  conditional latch failure.  The requesting code expects no
  such failure and assumes any failure must be a "resource
  unavailable" condition, so it ends up as a -904 SQLCODE.
  However, since there was never any real "resource unavailable"
  situation, the reason code, resource type, and resource name
  are left unformatted.
  

Problem conclusion

• The page latching code has been modified to avoid treating an
  unconditional request as conditional due to a residual flag.
