Error description
User enters FM/DB2 and sets an * on Field 'DB2 SSID' on the FM/DB2 main menu, in order to see all DB2 Subsystems available. They receive this S0C4 and LE error message i n the user log of the userid accessing FM/DB2: CEE0374C CONDITION=CEE3204S TOKEN=00030C84 59C3C5C5 WHILE RUNNING PROGRAM FMNMOD2S In File Manager module FMNMOD2S, there is a scan that takes place. It is possible this scan may result in an ABEND, if that storage that it is attempting to scan is not defined or not accessible. File Manager has an ABEND handler in place during this scan of the vector table to handle things in the case of an abend. A user CEEBXITA was issuing an ESTAE with its TRAP(ON,NOSPIE) setting after after FM's ESTAE, so FM's abend handler never got control, so was unable to handle this routine abend.
Local fix
The circumvention would be to have a separate CEEPIPI with different version of CEEBXITA (or without CEEBXITA) with TRAP(OFF) specified so that LE does not issue an ESTAE.

The TRAP(ON) causes LE to issue an ESTAE which will override the ESTAE issued by File Manager. The consequence is that File Manager is unable to handle internal abends and instead these are handled as terminating abends by LE.
Problem conclusion
File Manager has been changed to alter the sequence of LE initialization so that File Manager can handle internal abends.
