Error description

• Create a new Encyclopedia in SA v11.4.0.3 on Windows 7 32 bit
  Sp1 English edition with 'Language for non-Unicode programs' set
  to Chinese (Traditional, Hong Kong S.A.R.), and got DB error:
  Unclosed quotation mark after the character string ')'.

Problem conclusion

• Support for double-byte characters was not being enabled.
  System Architect will now read this Windows setting. The
  enabling of double-byte character set support can also be
  forced using a new registry setting (EnableDBCSSupport)
  which will be documented in the install or configuration
  guide.
