PM99088: SELECT RULE WITH 'INCLUDE ONLY' RULE THAT HAS A LOCATION SPECIFIED FAILS TO RETURN MATCHES

Error description

• When using a select rule within another select rule, using the
  'Include only' feature the results are always empty if the
  include (filter) rule uses one or more location fields.
  
  To reproduce:
  (1) Create a select action that returns 2 expected matches,
  e.g. create 2 articles. Each article has a keyword "keyword1".
  Create a select rule that finds these 2 articles with this
  word as a keyword.
  
  (2) Create another select rule that returns only 1 of these
  articles - i.e. update one article to include another keyword,
  "keyword2" and create a select rule that looks in a location
  where the articles are located and for keywords including
  "keyword2".
  
  (3) Update the first select rule and the second rule as an
  'include only'. Both rules should have location fields
  specified.
  
  Expected: When this updated rule is running, the expectation
  is that one match will result. The item that is common to both
  rules ... i.e. the article with the 2 keywords "keyword1" and
  "keyword2".
  
  Actual: No results are returned.
  
  Reason: The location specified in the filter rule is not being
  processed correctly. It always fails and thus no results get
  returned.
  

Local fix

• If the 'include only' filter rule is updated to remove all
  location fields, then the filter will function as expected.
  There is no workaround if the filter rule requires a location
  selection to be included.

• A code fix for this issue is integrated into the WebSphere
