Error description

• When OmPE starts up, message
  
  "KO2O1963E - OMEGAMON Subtask PESERVER not Active"
  
  is issued in the early stages of initialization. PESERVER
  is actually started later successfully, i.e. KO2O1963E seems
  to be a false alert in this case. Nowadays customer uses
  Automation to trap error messages and thinks the purpose
  of an error message (a message with a suffix E) is to show
  some real error. Automation will treat it as such also. If
  it's not a error situation, then this msg should NOT be
  issued at all
  

Local fix

• As long a message appears earlier in the JESMSGLG than the
  command that initializes OMEGAMON DB2 the message can be
  ignored. The message to initialize OMEGAMON DB2 is a modify
  command that looks like
  F ompestc, EXEC ompestc
  where ompestc is the OMEGAMON DB2 task name
