• A crash may occur when using SUBSTITUTE function if the operand
  2, the character(s) value to find, evaluates to None and the
  value is not present in the operand 1 encoding.

  Problem Description:
  Crash in SUBSTITUTE function when operand 2, the find
  character(s), is not present in the encoding of the search
  string or operand 1.

Problem conclusion

• When using SUBSTITUTE, if operand 2 (the string we are looking
  for) evaluates to none, clean up and return. This is can happen
  when the user specifies a value that is not present operands 1
  encoding. Previously WTX would  crash with an address exception.
