Error description
The first time that an Android application is run with a language which based on UTF-8 (Chinese / Arabic / Hebrew / Thai etc... ) it shows gibberish characters.
Local fix
Although not a work around, running the application a second time will result in the correct output.

Problem conclusion
The code was changed so that the WebView setting correctly defaults to UTF-8. The fix for this APAR is currently targeted for inclusion in fixpack 6.0.0.1. A fix is available in 6.0.0.0-IF201307011413 and later.
