Error description

• The specific scenario is when a 'MLS Project' has only one draft
  localized item (which has regionalization enabled) left to be
  approved.
  
  When this localized item is approved to be publish pending, then
  the regionalized item should be automatically created and added
  to the project.
  
  However, one of the following intermittent issues may occur
  instead:
  a. The project is automatically published and the regionalized
  item is not added to the project.
  b. The regionalized item is added to the project, but the
  project is still automatically published.
  
  The intermittent issues may happen because the step to
  automatically create localized/regionalized items and add them
  to the project is performed asynchronously.
  
  Therefore, there is a chance where the last localized item is
  publish pending and project is automatically published before
  the draft regionalized item can be added to the project.

  An additional check to make sure all project items are pending
  was also added to the project publish validation as well.
