• Closed as program error.

Error description

• If the name of review, the explanation of the resource and
  explanation of the overview contain Japanese currency symbol
  Yen(SBSC), it cannot be saved. When saving it, following error
  message appears and it can not be saved.
  'org.xml.sax.SAXParseException: The entity 'Yen'was
     referenced, but not declared.'
  

Local fix

Problem summary

• The title and resource name were not being
  encoded properly, resulting in not being able to save the
  review. The resource instructions and overview were fixed by
  APAR PM86796.
  

Problem conclusion

• The text for the
  field are encoded properly now. This defect has been fixed in
  the Rational Software Architect Extension for Design Management
  4.0.3 release.
