• Closed as program error.

Error description

• Link creation/deletion to RQM/RTC can fail if the rootservices
  URI of the providing application contains its host name in upper
  case.
  
  Note - Rootservices URI usually contains all characters in lower
  case. In some unusual scenarios, the host name can be in upper
  case, in which case the issue described above can be observed.

Problem conclusion

• CASE of service provider domain name should be ignored.
  i.e., if the service providers domain name is ABC and for
  some reason it was as "abc", then the program should be
  capable to handle this and identify the provider correctly
  by ignoring the case.
