  *                 All users of Tools Customizer of z/OS        *

  * PROBLEM DESCRIPTION:                                         *
  *                      Prior to this fix, Tools Customizer     *
  *                      did not check the user's authority      *
  *                      for updating or allocating the          *
  *                      customization library until             *
  *                      customization jobs were generated.      *
  *                                                              *
  *                      The resultant error messages were       *
  *                      misleading and confusing.               *
  *                                                              *
  *                      This fix specifically checks the        *
  *                      dynamically allocated product           *
  *                      customization library name when         *
  *                      the product metadata library is         *
  *                      specified.  An error message is         *
  *                      immediately issued notifying the        *
  *                      user if there is any authorization      *
  *                      problem.                                *
  *                                                              *
  *                      Refer to the DOCUMENTATION HOLD         *
  *                      section for details regarding           *
  *                      these new messages.                     *
