Cognos connection error after applying Maintenance

Troubleshooting


Problem

When starting the Cognos Business Intelligent System, under the control of IBM Sterling Control Center, fails to start, error

Symptom

Pogo log:
problem starting handler buxServiceHandler java.lang.RuntimeException: Unable to create lock manager.


From the Cognos log:
DPR-DPR-1035 Dispatcher detected an error.</messageString></message><message> <messageString> Unable to create lock manager.</messageString></message></messages> problem starting handler buxServiceHandlerUnable to create lock manager.java.lang.RuntimeException: Unable to create lock manager.

From the cognos report server log:
CM-CAM-4005 Unable to authenticate.

From the Control Center log:
ERROR BUSR98 - CCTR035E Failed to connect to server. Check for invalid userid/password,
improper authority for userid, unsupported level of server or no license
slot available to monitor the server. BUSR98(1) - Error: Logon failed!
