Error description

• RDi v9.0.0 is used to debug a Cobol program on i.
  If a breakpoint is set on a paragraph or section,
  then the breakpoint is not honored.
  User  expects that the debugger should stop at  the first
  statement after the breakpoint, or that the tool should not
  permit setting the breakpoint on such lines at all.
  

Local fix

• Instead of setting a breakpoint on statements similar to
  Paragraph, set it on the next executable statement.
