APAR status

• Closed as program error.

Error description

• When using the rule project item display name translation
  feature, if the name of the property file is
  messages_<locale>.properties, (for
  example, messages_fr_FR.properties, messages_es_ES.properties)
  although Rule Designer reads
  the translation correctly, Decision Center will not pick up the
  translation.  The file has to be renamed to
  "messages_fr.properties", "messages_es.properties" (i.e.
  remove "_FR", "_ES") in order
  for it to be recognized by DC.  This is inconsistent with the
  documentation.
  

Local fix

• 1. Delete rule project from DC
  2. Disconnect to DC from Designer, removing connection
  entries
  3. Rename property file to for example
  messages_es.properties, messages_fr.properties and republish.
  
  The proper translation is now displayed in DC console.
  

Problem summary

• the  code does not use the full locale name it only uses the
  language part.
  

Problem conclusion

• the code of Decision Center is modified to use the full locale
  definition language and region
